The Louisiana Department of Health and Hospitals (DHH) administers all of the waivers listed below. The Office For Citizens With Developmental Disabilities (OCDD), which is overseen by The Department of Health and Hospitals, is responsible for Louisiana's Medicaid Waiver Program for persons with developmental disabilities.
Programs and Waivers
The intent of these HCBS programs is to provide services and support that are not otherwise available and to assist individuals in remaining in or return to their communities.
Long Term Personal Care
The Louisiana Long Term–Personal Care Services Program (LT-PCS) is intended for seniors or adults who are physically disabled and require assistance with their daily living activities in order to live at home. Intended to prevent and / or delay the need for nursing home admissions or allow persons to return home from a nursing home facility, program participants receive assistance with their Activities of Daily Living (ADLs) and Instrumental Activities of Daily Living (IADLs). This includes bathing, dressing, walking, medication reminders, toileting, preparing meals, eating, laundry, and basic housecleaning.
Residential Options Waiver
The purpose of the Residential Options Waiver (ROW), a 1915(c) home and community-based services waiver, is to assist beneficiaries in leading healthy, independent, and productive lives to the fullest extent possible and to promote the full exercise of their rights as citizens of Louisiana. Services areprovided with the goal of promoting independence through strengthening the beneficiary’s capacity for self-care and self-sufficiency. ROW is a person-centered waiver incorporating the beneficiary’s support needs and preferences with a goal of integrating the beneficiary within the community.
Supervised Independent Living
The Supervised Independent Living (SIL) is a New Opportunities Waiver (NOW) program that provides skills training, personal care attendants, and other support services to enable consumers with developmental disabilities to live independently in the community. The goal of the SIL program is to teach functional skills which impact consumers’ abilities to perform as independently and as productively as possible
EPSDT-PCS
The Early and Periodic Screening, Diagnostic and Treatment (EPSDT) PCS program provides PCS to members up to age 21 years meeting the medically necessary criteria for the services. Personal care services are defined as tasks that are medically necessary when physical or cognitive limitations due to illness or injury necessitate assistance with eating, toileting, bathing, bed mobility, transferring, dressing, locomotion, personal hygiene, and bladder or bowel requirements.
Community Choice Waiver
The Louisiana Community Choices Waiver (CCW) is a program for elderly and disabled Louisiana residents. This program, which replaced the Elderly and Disabled Adult Waiver, provides a wide range of services and supports to assist elderly state residents in maintaining their independence. This waiver helps to prevent institutionalization in nursing homes by providing support at home, in assisted living facilities, and in adult foster care homes. Various services are provided under this waiver, primarily personal care attendant (or direct service workers) services to provide constant supervision and assistance for the recipient when their family support resources is no longer available.
New Opportunities Waiver
Provides center-based respite, day habilitation, individual and family support, monitored in-home caregiving, prevocational services, supported independent living, supported employment- individual and group, skilled nursing, specialized medical equipment and supplies, financial management services, adult companion care, community life engagement development, dental services, environmental accessibility adaptations, housing stabilization service, housing stabilization transition service, one-time transitional, personal emergency response, professional service dietician/nutritionist, professional service psychologist, professional service social worker, and substitute family care services to individuals with autism, intellectual disabilities, or developmental disabilities ages 3 or older who meet an ICF/IID level of care. This waiver operates with a concurrent 1915(b)(1), 1915(b)(3), and 1915(b)(4) authority.
Children's Choice Waiver
Children's Choice is a program designed to help families who provide in-home care and support for their children with developmental disabilities. Children's Choice assists by providing funding for medical care, home modifications, care-giving assistance and support, and other specialty services. Children's Choice is a support program designed to be flexible enough to let families choose when they need the covered services. Children's Choice is intended to supplement the care and support that eligible children already receive at home, through their extended families or that is already available within local communities and are between 0 and 20 years of age.
